Uganda Parliament has passed the Protection of Sovereignty Bill, 2026, after adopting major amendments that narrowed its scope, removed controversial clauses and added safeguards to align it with the Constitution and existing laws. The revised Bill now applies only to agents of foreigners, with several broad powers, criminal provisions and ministerial discretion removed.

Lawmakers also replaced prior approval requirements for foreign funding with a declaration regime, introduced exemptions for regulated institutions and lawful financial flows, and cut penalties for offences, including economic sabotage. However, several MPs filed dissenting views, warning that the Bill could threaten free speech, civil liberties and constitutional rights.
