Sierra Leone has signed an agreement with Shell to conduct advanced offshore geological and geophysical surveys across multiple blocks, aimed at unlocking the country’s deepwater oil and gas potential. The reconnaissance permit covers about 20,600 square kilometres and will include basin modelling and petroleum systems analysis.
Officials said the programme is designed to de-risk the basin, improve technical understanding and attract credible global investors ahead of future licensing rounds. Shell said the agreement is non-binding and does not commit the company to proceed, with any next steps subject to regulatory processes and due diligence.
