Uganda: Parliament passes Sovereignty Bill
Uganda Parliament has passed the Protection of Sovereignty Bill, 2026, after adopting major amendments that narrowed its scope, removed controversial clauses and added safeguards to align it with the Constitution and existing laws. The revised Bill now applies only to agents of foreigners, with several broad powers, criminal provisions and ministerial discretion removed.
Lawmakers also replaced prior approval requirements for foreign funding with a declaration regime, introduced exemptions for regulated institutions and lawful financial flows, and cut penalties for offences, including economic sabotage. However, several MPs filed dissenting views, warning that the Bill could threaten free speech, civil liberties and constitutional rights.

The proposed bill, part of the broader Clarity Act framework, has been stalled by tensions between banks and crypto firms over stablecoin yield and deposit competition. The latest compromise also calls for new stablecoin disclosure rules and a list of permitted reward activities, as lawmakers try to create clearer regulations for the crypto industry.

UK government announces plans to grow national AI infrastructure
The UK government has announced major new plans to strengthen Britain’s AI hardware infrastructure and position the country as a global leader in artificial intelligence.
Technology Secretary Liz Kendall emphasised that a sovereign AI strategy is essential for the UK’s long-term economic growth and national security. She confirmed that a new AI Hardware Plan will be officially launched at London Tech Week in June.
The UK will also work more closely with “middle-power” nations to help shape international AI standards and regulations. Kendall highlighted plans to deepen collaboration with countries including Germany, France, Canada, Japan, and South Korea, while continuing to maintain its strong strategic relationship with the United States.
This comprehensive sovereign AI push aims to enhance Britain’s technological independence, attract investment, and secure the country’s competitive edge in the global AI race.
